Looks Like Everyone’s Tied Up.

The Slinky One calls out that he's stuck. His leash is looped around a twig. I lift his leash off the stick while on the phone, trying to get a representative. The Slinky One observes he's not the only one tied up. In the third panel, The Slinky One finds himself stuck again, but his brother points out that he himself is standing on his own leash, and tells him to step off and free himself.
